A thinly veiled attempt to blame the USA/George Bush for not signing the Kyoto Accord and getting their just dessert.
Remember, it's the USA that always shows up to help when someone else is in trouble. This is just their attempt to assuage their own guilt for not showing up when the USA is in trouble.
